A Critical Review of the 100 mV Criterion
Edward J. Ondak, PE
Frank E. Rizzo, PhD, PE

The paper summarizes the theoretical basis, laboratory testing, and field
experience of the 100 mV Criterion.  A step by step procedure for obtaining
valid polarization data including assumptions and errors to be avoided is
presented.  Based on analyses using Evans Diagrams and field experience,
the
advantages and limitations of the criterion are summarized.  Finally,  cost
effective methods are presented to apply the criterion after the first
year's measurements are completed.
